As a rule, product prices of companies which export European agricultural products into countries outside the EU lie over those of the world market. Therefore the export of their products is not attractive for these enterprises and more probably they tend to relocate their production centres.

In order to support the export of European companies, the EC has created the possibility to adjust export articles (containing agricultural products) to the price level of the world market. With the so-called export reimbursement, an export company gets back the difference of a product (for example sugar) from the EC domestic market to the world market price. Thus the products can be offered on an appropriate price level. Partly first by this policy an export into attractive third countries as well as growth markets is possible.

Applying for such an export reimbursement and for the licences needed is an extremely extensive procedure that is exactly defined by many legal requirements. The legal basis to the export reimbursement and to the market regulations is complicated and subject to frequent modifications and amendments. Mistakes can lead to an immediate loss of the reimbursement that usually is already taken into account.
